Parliamentary diplomacy
Parliamentary Diplomacy is an important perspective and alternative form of diplomacy, even if not widely studied yet, developed lately by the increasing role of non-state actors and their enrollment in foreign affairs and international relations issues.
Parliaments combine features inherent in formal diplomatic channels (the legitimate status) and public diplomacy (voicing popular sentiments and interests, as well as expert opinions). The combination of these features exerts a powerful effect encouraging a vigorous exchange of opinions and collective decision-making at international venues.
Institut de diplomatie publique acts as a space to test, model, and scale successful practices in parliamentary diplomacy providing its resources for analysis to serve stakeholders who develop, implement, or teach all aspects of parliamentary system and diplomacy.
Objectives
We are co-creating this digital platform geared toward knowledge circulation among parliamentarians, public diplomacy and legislative drafters practitioners, and academia, focusing on three areas - Stakeholder consultations and structural inequalities, sustainable transformation, and challenging institutional hierarchy and knowledge monopoly in education through new public diplomacy.
Our website is a platform to inform and consult with interested and affected parties on select areas of our work, such as new policies or changes to regulations, and global thematic studies and programs.

Stakeholder consultations
Stakeholder consultations are a key mechanism used by legislative decision-makers to actively engage interest groups in the design, formulation, and evaluation of public policies and legislation. Consultations allow policymakers to gather expertise and policy-relevant information about the feasibility of policy options, to hear stakeholders’ preferences regarding policy outcomes, and to evaluate the implementation and socio-economic impact of policy measures. Consultations are a key source of policy input and feedback. They are a key component of legitimate, accountable, and responsive democratic government. Their rise to prominence in policy practice is matched by an increase in the levels of attention to consultations from the public diplomacy community.

Partnering for UN SDG17- partnership model to scale up and accelerate change
Working collaboratively and sharing a constructive approach, public diplomats, legislative drafters, and advocacy practitioners can co-identify problems, initiate discussions, prepare papers, develop practical solutions and oversee their implementation. Our work promotes open, accountable, and participatory decision-making and good governance by promoting and supporting the involvement of public diplomat practitioners as key stakeholders at all levels.

Examination committee / co-examiners
From January 2024, passing the Membership Exam will be a requirement for an application to Membership and a part of the requirements for participation in events.
The online remote or in-person exams are intended to test a candidate's knowledge and understanding of the scientific basis of public diplomacy.
IPD Membership Examiners
The examiners assess whether the candidate has demonstrated compliance with all the membership criteria and will report that judgment in writing to the Director.
External co-examiners
Mandatory for membership examinations after 1 January 2024:
At least one co-examiner must come from outside the Institut de diplomatie publique.

Parliamentary Engagement Opportunities
The Institute will seize every opportunity to be of service to those of us in the greatest need, such as under-represented, under-served communities and minority groups.

In the Institute, we believe that parliaments have a special responsibility to ensure that groups that are underrepresented, face disadvantage or are newly arrived in a country can participate in democratic processes.
We encourage parliamentarians and political parties to use our evidence to support their contributions in relevant debates and, ask important questions to the government.
